Below is some more information provided to teachers in regards to EI. Remember as you read this it is for all teachers and is not written specifically to occasional teachers.
Hopefully by now many of you are familiar with Ontario Regulation 274/12 of the Education Act. This regulation was put in place by the Ontario Government to help with hiring practises within the public education sector. It has had some major ramifications for both occasional teachers and the boards that they work for. Regulation 274 has laid out specific rules to follow when staffing occasional teachers to LTO positions as well as permanent teaching jobs.

Within regulation 274 an LTO evaluation is referred to:
7.(3) For the purposes of subsection (2), the board shall interview the five teachers from the long-term occasional teachers list who,
- (a) have completed a long-term assignment in a school of the board that was at least four months long and in respect of which the teacher has not received an unsatisfactory evaluation;
- (b) have the required qualifications for the position;
- (c) have the highest ranking under section 2; and
- (d) have agreed to be interviewed. O. Reg. 274/12, s. 7 (3).
Prior to regulation 274 there was no official evaluation process for those in LTOs. This has forced the ministry to provide a framework that could then be adjusted by mutual agreement with the local union and the board. Waterloo Region District School Board chose to use the ministry’s evaluation template and did not consider our local’s suggestions to improve and clarify the documents.

Please note, if you have already completed a 4 month LTO in the past and have not had an evaluation you have still met the requirements for section 7.3 of the regulation. You can not be penalized for a lack of evaluation.
The WRDSB announced they are holding an information session, open to all Occasional Teachers, in regards to the new LTO Evaluation process. I had strongly encouraged the board to hold this session on Friday, December 20th, in conjunction with professional development. However, it was decided to have the sessions after school on Tuesday, December 17th and Wednesday, December 18th.
In order to get a rough estimate as to number of attendees. I ask that everyone answer this one question survey to help determine which date works best for them. If you do not wish to attend, please indicate that in the survey.
There has been some confusion over the timeline for the $150 OCT dues. Payment for the dues must be paid to the OCT by April 15th, 2014.
- Those in LTOs will have their fees deducted from their January 24th pay.
- Daily OTs are responsible to make the payment themselves.

This day has been erroneously referred to as a PD day. There is no PD being provided by the board to occasional teacher next Friday. This is a self-directed day at the school for those in LTO positions.
