BMS TRAINING FOR DAILY OCCASIONAL TEACHERS

Staff who participate in BMS training will possess a greater level of expertise in the management of both every day and critical incident behaviour. The primary emphasis is prevention and non-physical interventions. Knowing the child, acting on “early warning signs”, and the effective use of calming and de-escalation techniques are some key strategies. The secondary emphasis is defensive techniques (avoidance, releases, blocks) coupled with calming and de-escalation techniques. The tertiary emphasis is safe restraint methods (an absolute last resort rarely required by most staff) coupled with calming and de-escalation techniques.

This training is being provided by the WRDSB.  Release time is provided (you will be paid!)

FNMI IN THE CLASSROOM

The Equity & Social Justice Committee is excited to announce our upcoming “FNMI in the Classroom” Workshop.  Sheila Maracle is returning to the WROTL Office to work with our members on creating purposeful ways to incorporate FNMI culture into our classroom teaching.  Sheila is a FNL teacher in Southern Ontario and is working with us to create this workshop tailored to our memberships’ questions.  We hope that you can join us on May 31st at the WROTL Office.

Notice to all members,

Article IX Section 2.1 of the Constitution of the Waterloo Region Occasional Teachers’ Local directs us to notify all members of the request for nominations for the election to positions on the Executive of the Local at least 30 days prior to the Local Annual General Meeting. The ‘Duties of the Elected Positions’ information and the nomination form are below.

We will be electing the WROT Local Executive at our Local Annual General Meeting on Thursday, May 25, 2017

More information regarding the election processes may be found in the Constitution and Bylaws which is available on our website, http://www.etfowrotl.com/contact-us/constitution/

Members are encouraged to consider standing for a position on the Executive.
An unsuccessful candidate may seek another position on the Executive for which the member is eligible, to a maximum of two additional positions.

Please be aware that there are proposed constitutional amendments that may affect the roles or duties of the executive positions should the membership vote to accept the constitutional changes. 
Duties of Elected Positions

PRESIDENT:

  • to be a member of the Executive and to be the spokesperson for the Federation and the Local.
  • to be the official representative of the Federation, the Local and its members.
  • to be one of the signing officers.
  • to be a statutory member of the Budget, CBC, EOT/Management, and Federation Annual Meeting committees, and an ex officio member of all remaining committees.
  • to preside at meetings of the Executive, Local meetings and to attend Representative Council.
  • to inform and advise members on issues concerning the Federation and the Local.
  • to serve as a Local delegate at the Federation Annual Meeting.
  • to transact the business of the Local between meetings of the Executive and to ensure accurate records are kept of correspondence received by and sent on behalf of the Local.
  • to act as a liaison between the Local and other Federations, Associations and the Waterloo Region District School Board.
  • to present a report of the activities of the Federation and Local at general    meetings.
  • to forward to the Federation office each year the annual report of the Local.
  • to chair all meetings of the Local or appoint a designate.
  • to chair the EOT/Management Committee meetings.
  • to chair the Federation Annual Meeting committee.
  • to act as Chief Negotiator.
  • to be the grievance officer and be responsible for grievances and arbitrations.

 

FIRST VICE PRESIDENT (Duties of this position may change upon approval of the attached Executive Motion to the Annual Meeting):

  • being a member of the Executive and a 0.25 FTE release officer.
  • assuming the duties, responsibilities, and privileges of the President in the President’s absence or at the request of the President.
  • being one of the signing officers in an emergency or at the request of the President.
  • being a member of the following Standing Committees:  Budget, Collective Bargaining, Elementary Occasional Teacher (EOT) /Management, Federation Annual Meeting.
  • serving as a  Local delegate at the Federation Annual Meeting.
  • being responsible for additional duties as assigned by the President and/or an Executive motion.
  • attending the EOT meetings and being the recording secretary for the EOT meetings.
  • administering the MDF program for members.
  • conducting and hosting the monthly Meet & Greet sessions.
  • attending monthly Labour Council meetings and reporting to the Executive.
  • attending the monthly WRDSB Board meetings and reporting to the Executive; completing the agenda, under the direction of the President, setting up and ordering food for the monthly Executive meetings.
  • chairing the CBC meetings and doing the preparatory work for that committee.
  • maintaining the Local library.
  • organizing and preparing materials for the Fall General Meeting and the Local Annual Meeting.
  • entering data for the treasurer, when requested.
  • maintaining the release time records and listing the monthly release time motions for the Executive agenda, when requested.

SECOND VICE PRESIDENT:
• Attend monthly Executive meetings
• President’s designate as requested
• Member of Constitution and Bylaws, Federation Annual Meeting, Equity and Social Justice Committees

TREASURER:
• Attend Executive meetings and present Treasurer’s reports on a monthly basis
• Conduct the financial business of the Local
• Chair of the Budget Committee

SECRETARY/COMMUNICATIONS’ OFFICER (Duties of this position may change upon approval of the attached Executive Motion to the Annual Meeting):
• Attend monthly Executive Meetings and general membership meetings
• Record and distribute minutes of meetings

• Update website
• Facilitate electronic communications with members
• Member of the Political Action/Public Relations Committee

EXECUTIVE MEMBERS: (maximum of four) (Duties of this position may change upon approval of the attached Executive Motion to the Annual Meeting):

• Attend monthly Executive meetings
• Membership on one Standing Committee

JOINT HEALTH & SAFETY REPRESENTATIVE: (not an Executive Position)
• Attend monthly JHSC meetings at WRDSB Office
• Participate in Workplace Audits and Certification Training
• Report to members regarding their rights and responsibilities re: Health and Safety
• Release time paid by WRDSB

We will be electing the WROT Local Delegates to the ETFO Annual Meeting at our Local Annual Meeting on Thursday, May 25, 2017. The ETFO Annual Meeting for 2017 is being held at the Toronto Westin Harbour Castle Hotel from August 14 – 17, 2017. We are allowed to send 6 delegates and we may take up to 2 alternates. All expenses, accommodations, meals, travel, and dependent care, are covered by the Provincial office and our Local office.

If the required number of nominations for the positions is not received by the deadline date, then the position(s) will be declared open and nominations will be invited from the floor of the Local AGM. All candidates may have one minute to address the members at the Local AGM.
The President and First Vice-president are identified as being delegates under our Bylaws. As such, the election of the Delegates will be held following the election of our executive at the Local AGM.

Expectations of Nominees for Delegates and Alternates for the Federation Annual Meeting:

• Interest in the workings of the Federation
• Willingness to participate in the AGM and to share that experience with others as called upon
• Availability to attend the meeting in Toronto from August 15 – 18, 2016 and one meeting to be held in June to discuss the resolutions and the logistics of attending the meeting

Attached Executive Motions TO THe Annual Meeting

 

1. That Article XIV – FINANCES, subsection 14.8 be amended by substitution to read: The position of the Local First Vice President shall be a 0.4 FTE release position, at grid level. In addition, time to attend one WRDSB Board Meeting per month and the monthly Labour Council meeting shall be paid at the daily OT rate.  In any year where ETFO does not provide financial compensation for this position, the local may choose to make up the difference in release time payment through the Local levy, when authorized by a general membership vote.

2. That Bylaw 1: Duties of the Executive, Section 3 – Duties of the First Vice-President be amended by deletion of:

1.3.10 attending monthly Labour Council meetings and reporting to the Executive

1.3.11 attending the monthly WRDSB Board meetings and reporting to the Executive

and by substitution to read:

The above responsibilities and duties will be part of the First Vice-President’s 0.4 FTE

release time. Additionally, when the President is a member of the Provincial ETFO

Executive, the First Vice-President will be the President’s Designate at the

Representative Council meetings held three times per year.  The First Vice-President, when requested,

may attend POTs meetings which are usually held two times per year and, when requested, attend GHOTs meetings, which are usually held four times per year, one WRDSB Board Meeting per month and the monthly Labour Council meetings.  These meetings will be paid additionally to the 0.4 FTE release time for the First Vice-President, at the daily rate.

3. That ARTICLE VI, LOCAL ORGANIZATION, Section 1- Local Executive, subsection 6.1.1 (f) be amended by deletion of “/Secretary

4. That BYLAW I, DUTIES OF THE EXECUTIVE, Section 10 – Duties of the Executive Members-at-Large be amended by addition of:

1.9.5    to maintain accurate records of all Executive and General membership meetings of the Local.

1.9.6    to prepare and circulate minutes of Executive and General Meetings.

5. That BYLAW I, DUTIES OF THE EXECUTIVE, Section 7 – Duties of the Communications’ Officer be amended by deletion of:

1.7.2    to maintain accurate records of all Executive and General membership meetings of the Local.

1.7.3    to prepare and circulate minutes of Executive and General Meetings.

6. That ARTICLE VI, LOCAL ORGANIZATION be amended with a new Section 4 – Joint Health and Safety Committee Representative to read as follows:

6.4.1 There shall be a Joint Health and Safety Committee Representative elected at the Local Annual Meeting. The term of office shall be a 2 year term

2017 AMENDMENTS TO OUR LOCAL CONSTITUTION

Article 12.1 of our Local Constitution states that amendments to our Local Constitution must be submitted to the Executive thirty (30) days before the Local Annual General Meeting.

The office will send you an email to acknowledge receipt of the proposed amendment(s). All proposed amendments will be sent to members 14 calendar days before the Local Annual General Meeting. The current Constitution can be found on the Website at https://etfowrotl.com/contact-us/constitution/
